Hongkou District trials “autonomous neighborhoods” to deal with problems

HONGKOU District has set up “autonomous neighborhoods” at two old residential communities where problems are discussed and solved by residents.

The city’s earliest residential communities were built in 1950s and have about 7,000 residents. The “neighborhoods” are being trialed at the Youdian and Jiangjiaqiao communities in Ouyang Subdistrict.

Under the “self-rule” system, the Party members, volunteer groups and other residents are gathered together to solve various problems through discussions. All disputes go to a conference that includes representatives of residents, the neighborhood committee and the property management company.

An illegal barbeque stall set up by a tenant at the Youdian Community was demolished with the joint efforts of the “autonomy” team, said Yu Juping, the Party chief of the community.

Volunteers tried to persuade the owner to shut down the stall every night because of smoke and noise. The neighbors even contacted and asked the landlord to stop renting the apartment to him but to no avail.

The practice was widely lauded by the residents, Yu said.

A volunteer team was organized by dog owners in Jiangjiaqiao Community, who removed the pets’ excrements on the ground and briefed pet owners about dog behavior and training.

The community also organized residents to fix electricity and pipeline problems.
