Million-yuan penalty for dust polluters
VIOLATING dust-control regulations just became a lot more costly.
In an amendment to the environmental protection law, the city's legislative body yesterday increased the fine imposed on polluters to one million yuan (US$152,000), 10 times the existing 100,000-yuan maximum.
Construction work on sites that generate pollution will be suspended immediately, and ports, stockyards and concrete plants are also covered by the amendment. Residents are encouraged to inform on violators, and the amendment contains a provision for keeping their identity a secret, said Lin Huabin, a senior official with the legislative body.
According to the amendment, construction sites must have fences that are higher than concrete, soil, stone and other building materials stored on site that produce dust.
The tires of trucks must be washed before leaving sites and construction companies must remove all building materials within a month after the completion of a project.
Dust produced by construction firms and other companies account for about 10 percent of the city's air pollution.
Power stations and the burning of straw are other significant contributors.
Vehicle and factory emissions produce half of the city’s pollution.
About 1,000 construction sites around the city have been equipped with dust detectors. High-tech methods, including infrared devices and unmanned aerial drones, will also be used to identify violations, the Shanghai Environmental Protection Bureau said.
The new million-yuan fine will also be levied against companies who discharge excessive amounts of pollutants or discharge waste without permission, according to the bill, which has been further evaluated by the city's top legislative body.
The law will be officially approved and implemented by the end of the year.
