Do more to remove government hindrance of education, expert says

CHINA should further reduce government interference in higher education and give universities more autonomy in running themselves, an education expert said at a seminar on China's education reform held by Shanghai University of Finance and Economics (SUFE).
More than 10 presidents and deans of top Chinese universities, including Tsinghua, Peking and Fudan, attended the seminar to share their opinions on China's higher education reform, especially on the subject of economics.
Tian Guoqiang, dean of SUFE'S School of Economics, said Chinese schools are highly alike due to excessive government interference on funding, appointment of university presidents, curriculum and evaluation systems, which has caused an imbalance in educational resources and hindered independence of universities.
Tian said higher education reform is urgent in China, as statistics show more and more Chinese high school students going abroad for undergraduate and graduate studies.
Tian is also a tenured professor of economics at Texas A&M University in the United States. To help the reform economics education at SUFE, he introduced a tenure-track employment system to recruit top-notch overseas talent in 2004, which was a breakthrough in China.
Under the system, overseas teachers don't need to work full-time at the university. They will be granted the tenure position or be fired within six years through an assessment.
In the past 10 years, the method has proved to be effective. It was introduced into many other universities including Capital University of Economics and Business and Southwestern University of Finance and Economics.
"The tenure-track system is a small step in the success of China's education reform. The government should give schools more autonomy to achieve more successes," said Tian who recently published a book on the concepts, strategies and practices of China's education reform for the past 10 years.
