14 held in exam scam

FOURTEEN people, all out-of-town students in Shanghai universities, were caught on Saturday for impersonating others and sitting for higher education entrance exams for local vocational school graduates, the city’s education commission said yesterday. Their ringleader, a 27-year-old man surnamed Qiu, was caught by the police the same day.
