Maryland Kindergarten’s driver fined for ferrying students with unqualified vehicle

AN international kindergarten’s school bus driver was fined for 20,000 yuan (US$2,900) on Friday for ferrying students with an unqualified vehicle, the Changning District police said on Friday.

The driver surnamed Liu, 44, was stopped by an officer near Manao Road and Hongbaoshi Road for illegal parking on Wednesday morning. However, the policeman was surprised to find out the commercial vehicle, without proper qualifications, was hired as a school bus to ferry students to Maryland Kindergarten in Minhang District.

“There were nine children and a teacher on board," officer Rui Jiaqi told Shanghai Daily, "And the children were not wearing safety belts." The students, all aged under 7, included children from South Korea and Japan.

According to China's school bus regulations, all school buses have to achieve a proper license after registering information including the route and the driver's identity with local authority first.

School buses of kindergartens and primary schools must be painted in yellow and of certain types to ensure the children’s safety. Ordinary vehicles cannot provide the school bus service

“Drivers are also required to achieve related qualification first,” said another officer Zhu Yulin, adding the requirements include more than three years of driving experience and without criminal record.

"I didn't know that you have to achieve the licenses to drive school buses, otherwise I would never do this," Liu told Shanghai Daily. Liu worked for the kindergarten from July last year. Liu said the job was recommended by his friend, with a requirement saying that the applicant shall bring his own vehicle to take the job. Before, Liu drove the vehicle as a shuttle bus for a company.

“The kindergarten checked my vehicle’s situation before I was on board,” he said. According to Liu, he picks about 14 students every day.

Changning District's police said they will inform their counterparts in Minhang District, where the kindergarten is located.

Shanghai Daily tried to reach out the kindergarten by phone, but was told the person who is responsible for this matter was not available.
