China Post finally plans to deliver parcels

China Post Express Mail Service said it would today take the hundreds of containers that have been languishing at Waigaoqiao port for months and deliver the parcels to local customers around mid February.

The 287 containers, shipped from Japan between late October and the end of November, are stuck at the port. They mostly contain haitao, or goods bought online from overseas, EMS said.

EMS blamed the delay on Shanghai Customs, saying it had launched a month-long “investigation into its supervision mode,” which meant its usual clearance procedure was halted until mid-December.

After the shipments had been cleared by Customs, the port authority charged EMS more than 8 million yuan in demurrage fees.

Shanghai Customs denied claims it had delayed the clearance procedure on any shipments.

The port authority has agreed to allow EMS to take the containers first before resolving the demurrage fees, Zhou Ying, customer service supervisor with EMS, told Shanghai Daily today.

Officials from Shanghai Customs, Shanghai Post and Shanghai International Port Group met last Tuesday but failed to reach an agreement on demurrage charges.

EMS has a monopoly on the provision of delivery services for goods bought online and shipped into the country from overseas. Buyers usually choose transport by sea as it is cheaper than airmail.
