The average price of a car plate this month reached 21,316 yuan (US$3,404) for individual buyers, increasing 3,132 yuan from February.

The average bid for institutional buyers was 21,779 yuan with the lowest being 19,600 yuan.

Hangzhou holds a car plate auction and a lottery every month with an annual quota of 80,000 car plates.
