Promoting clean energy vehicles

TO promote the use of clean energy vehicles, Songjiang plans to install 1,700 electricity charging poles by the end of 2017.

In the first five months of this year, 470 charging poles have been set up in 68 parking areas in the district, according to the management office of the Songjiang Traffic Commission. Government buildings, public institutions, state-owned companies and large public parking spots are being encouraged to dedicate areas to charging facilities and green cars.

The availability of charging is spurring development of electric car leasing, accessed mainly through smartphone apps or on car-rental websites.

Songjiang currently has about 100 electric-car leasing stations in large neighborhoods, shopping malls, tourism sites and public service areas.

“We will accelerate that development so that locals, in the future, have access to a green car within 200 meters or five minutes from their homes,” said Shen Jue, director of Evcard, an electric-car leasing service.

Cars for hire in Songjiang are Roewes, Cherys and BMWs.

Traditional car leasing charges by the day, but these new green services charge by the minute. The first 30 minutes cost 15 yuan (US$2.20), and each additional minute after that costs 0.5 yuan (1 yuan for BMWs). The maxim fee for 24 hours is 180 yuan. There are no taxes, insurance or other fees to pay.

What’s more, each electric car has a Shanghai plate, which allows unrestricted driving in downtown areas of Shanghai at all times.

“It’s cheaper than a taxi,” said Wu Xiaoli, who works at the Songjiang Fashion Valley Industrial Park, which has installed charging poles.

She lives in Xinqiao Town, and the taxi fee to work is about 80 yuan, compared with the 20-yuan cost of leasing a car.

“It’s cheap, it’s green, it’s convenient and I love it,” she said.

After downloading the Evcard app to the smartphone, a user can easily find nearby service points, available car types and mileages. A car can be booked for an appointed time, and the user can unlock the car with the app. When returning the car, a user has only to press “return” on the phone and pay the fee through online payment platforms.

First-time user must register to open an account, providing ID card and driver’s license information. There is a deposit fee of 1,000 yuan.
