Putuo launches efforts to help people find jobs

Putuo has started a personalized career development plan that aims to find jobs for unemployed residents in the district.

Called “Shi Bei Plan” (meaning picking up shells), it’s a public service project that borrows the concept of triage in hospitals to improve efficiency.

The first step was to survey the district’s communities to determine the general service level and provide career assistance for those needing help getting jobs. Then career advisers in each subdistrict and town will provide training for those lacking skills or having clear career goals.

The third step is for the unemployed to sit down with advisers one-on-one and make career plans. Some 200 career advisers are helping 200 unemployed residents find jobs. A panel of experts from areas including human resources and psychological support will oversee the whole process.

“Shi Bei Plan” has just been started and the main focus now is to collect information on potential participants. The first event was on May 22, an event that helped the district find participants and ascertain their needs.

Nine subdistricts and towns in Putuo have established stations and workshops mainly helping young people, as well as others without jobs, providing professional training and small-group instruction.

The district has hosted two sessions on job-search preparation this year. The first season was about self-presentation. Seven HR specialists and five experts joined the session, and more than 50 participants sat in on their instruction. The second season focused on career experience, letting the workers learn about human resources in companies.

The Putuo Human Resources and Social Security Bureau also provides online services. The district began a WeChat public account for entrepreneurs wishing to start businesses in Putuo. It was launched last year and has more than 5,200 followers.

On June 16 of this year, a second WeChat platform was started on a test basis, pushing notifications of public career service information to job seekers.

The public account can be found by searching “ptepc1036” on WeChat.

“Putuo Employment Source” sends information regarding job vacancies in the district. About 50 companies joined a group chat that will help the bureau understand their needs and problems.

The platform for smartphones provides information, updates and news on company promotional events. Users are able to get services anytime and can submit questions.

By hosting job fairs, the district is also establishing a talent database, which contains recommendations and feedback and now has more than 2,000 entries.

The “star entrepreneur” project in Putuo also took place from June 23 to July 4 this year. In two weeks, a series of events was organized for those wishing to start their own businesses, including seminars, training and networking events.

Included was the launch of a star entrepreneur competition. From project presentation to training to evaluation, teams and companies with comprehensive business plans and products could enter the competition.

The project will be evaluated in September, and top teams will receive strategic investments of 100,000 to 500,000 yuan (US$16,000-80,000), a year of rent-free office space in downtown Shanghai, free registration, policy and legal representation, as well as technical support, recruitment and public promotion services.

This year, Putuo also made a navigation map for job seekers in the district, bringing market statistics, talent search and job-seeking advice to companies and individuals. Each edition is distributed to all communities and neighborhood committees.
