Plenty of support handed out for small enterprises

Putuo will build up a science-based and innovation-driven transition practice area to attract talent from home and abroad and propel regional entrepreneurial economic development, officials said.

A series of favorable funding policies and related measures will be offered in the area to support high-tech businesses and innovative projects.

According to Lu Jinping, deputy director of the Finance Bureau of Putuo District, officials will provide professional financing and management support for small- and medium-sized enterprises at various stages of their development.

“Enterprises will also be offered convenient and more economical financial services covering loan application, insurance, risk analysis and management, project promotion and financing,” Lu said.

Tax, accounting and legal professionals will also be invited by the government to offer a wide range of consulting services.

Meanwhile, the Science and Technology Commission of Putuo is developing co-working hubs for tech startups.

The hubs will be mainly located in the south and north of Putuo District’s Zhangjiang Hi-tech Park branch, among other locations.

Coworking hubs

Officials said they plan to establish around 50 co-working hubs in the district by 2018. These hubs are intended to provide low-cost work space, business services, mentoring and networking opportunities for entrepreneurs.

In accordance with national entrepreneurial development plans, authorities in Putuo have made considerable strides toward boosting the local economy with small business development and activities.

Over the past three years, the efforts of the local government have helped relieve unemployment pressure in the district, enhance industrial competitiveness and improve the entrepreneurial environment.

More than 100 million yuan (US$15.7 million) has been allocated to financially support promising enterprises.

Five district-level entrepreneurial incubation bases have also been established and upgraded.

Authorities are offering entrepreneur education and training as well.

To provide a comfortable environment for startups and small businesses, the district will continue to enhance local industrial clusters, cultivate entrepreneurial culture and improve startup-oriented services.

Spreading knowledge

The public WeChat account “shcyh001,” which was launched by the government two years ago, has developed into a mature online platform to offer entrepreneurial services and first-hand information.

So far the WeChat account has attracted more than 12,000 fans, who are able to use to it interact with mentors in various industries and receive information about the latest policies and resources.

Looking ahead, officials have stated that the Youth Entrepreneurship Demonstration Park located on Ningxia Road is now in its final phase of construction.

The park is slated to begin operation by the end of the year, when it will focus on the cultivation of businesses in various cultural and creative industries.
