Digital technology used to tackle urban issues

Authorities in the Zhenru Subdistrict are testing a new digital urban grid management system with the help of urban management inspectors and a dispatch center on Zhichuan Road.

During a recent demonstration, an inspector surnamed Chen took out his cell phone and snapped several photos of a shop that had intruded onto the sidewalk outside with its wares. Chen then uploaded these images onto Zhenru’s urban management system.

When these images appeared on a screen back at the urban management center on Zhichuan Road, officials there assigned an urban management team to resolve this issue. The center also sent another inspector to visit the site and take further pictures for its records.

This new system is part of a trend to use digital technology to enforce urban management policies and gather information in real time.

This echoes calls from the CPC Shanghai Committee to efficiently settle urban management issues at the grassroots level by setting aside the normal divisions which traditionally exist between various government departments and administrative levels.

In the past, this often meant that urban management problems were first reported by local residents, but they are now identified by inspectors and administrators.

As a pilot area, Zhenru is divided into six grids covering 36 communities. Urban management officials, police stations, market administrators and city sanitation officers pooled their resources and formed a closed system of identifying problems and assigning tasks.

So far the area covers 145 types of urban management and community service problems.

The center runs 24 hours a day, 7 days a week, year round. Each grid inspector covers 6.5 kilometers a day on average. There are seven such inspectors involved in the new program.

Since the system was put into operation, it has dealt with 60 cases and solved 45.
