Plumbing for the plum rainy season
SUMMER is traditionally the flood season in Minhang, and there are signs the coming months will pose a bigger-than-usual challenge for district authorities.
With a strong El Nino now on the wane and a La Nina forming, typhoons and rainstorms may wreck havoc in Shanghai this summer. District flood-prevention authorities are taking additional steps to address the threat.
According to the Minhang District Meteorological Bureau, rainfall during the “plum rainy season” from June into early July is expected to be wetter than usual.
Temperatures, too, are on the rise, with many days this summer expected to exceed 35 degrees Celsius. That could increase the violence of afternoon storms.
Although the number of typhoons may actually decrease, the power of those that do come onshore is expected to strengthen.
The Minhang District Flood Prevention Office cites the risks associated with an incomplete district drainage system, prevalent construction sites and the high level of the Huangpu River.
The office will use a new “smart” map to monitor flood conditions. The map will point out weak spots, sluices and flood monitors in different colors to more easily gauge water depths and flows. Green means safe, yellow means alert and red means danger.
The map is linked with an on-site monitoring system that transmits data in real time.
“To make the map work more efficiently, we are adding 200 more monitoring sites to extend our coverage,” said Fan Yufeng, director of the office.
Being proactive is essential. In Zhuanqiao Town, where seven apartment complexes faced high risk of floods, underground pipes have been cleared of sludge and debris. An emergency team has also been formed to handle electricity blackouts and accidents caused by violent weather.
The southern square of the Xinzhuang Metro line station was also designated a vulnerable spot. A special patrol team has been assigned to serve the area during emergencies. A new water pumping station and underground drainage system will be built, starting at the end of the year.
The river at Huacao Port will also be widened this year to strengthen its water-holding capability. Sludge and garbage in the river are being cleared. A 5.7-kilometer flood prevention wall is being heightened and strengthened, said the flood prevention office.
