Case history
Yugucun is a community of wooden and brick structures built more than 80 years ago. And it is the place where Jin Shu was born and has lived so far. The 75-year-old remembers a childhood living with her parents and grandparents in a house featuring a beautiful fireplace, Western-style bathroom and curved staircase.
The house was later partitioned into smaller flats occupied by multiple families who shared a kitchen and toilet. As time passed, water pipes rusted, electricity wires frayed and the roof started to leak.
Three years ago, a neighborhood renovation project got underway to help 1,500 families. This year, some 300 families will benefit, according to the neighborhood Party chief Wu Jiaping.
“We aim to renovate it to its former look,” Wu said. “We are wrapping new water pipe with black square tubes. And we have ordered tiles to replace the broken old ones.”
Each family in the renovated flats has its own kitchen and toilet.

Garbage sorting

In Shanghai, garbage is classified as recycling waste, like waste plastic, glass or paper, hazardous waste like batteries and medicines, wet garbage like kitchen residues and dry waste. Green account scheme was designed to boost people’s interest in sorting garbage. Green account holders earn points by dumping different garbage into different bins. They can redeem the points for milk, cellphone cards and tickets to tourist attractions, or use them to pay their utility bills.
2017 Goals
The annual wet garbage is reduced to 120 tons per day from 140 tons per day of 2016.
A further 20,000 families will be added to the “green account” scheme. So far, nearly 230,000 families have joined the scheme and 342,000 families have been covered by the garbage sorting program.
Resident sounds off
Yin Lingchen, a fifth grader at the No. 1 Primary School Affiliated to the Shanghai Normal University:
“I live in the Guihuayuan residential complex in Jing’an. My classmates, neighbors and I volunteered to promote garbage sorting and recycling. I felt great sense of accomplishment.
It’s made such a big difference in our neighborhood. Garbage is now being handled well and recycled where appropriate. I feel that I am making the Earth prettier.”
Appearance
A total of 141 roads and road sections will be upgraded, with potholes repaired, trees planted, streetlights installed, illegal stalls removed and roadside stores decorated in accordance with official standards.
Business
Six regional headquarters of multinational companies will set up operations in the district.
Commerce
Mega projects like HKRI Taikoo Hui will be finished. Back alleys of shopping malls, such as those on Nanyang and Fengxian roads, will be renovated and stylish boutiques and cafes introduced.
Disabled-care
Barrier-free facilities will be installed in the homes of 300 disabled citizens.
Free trade zone
The district plans to introduce tax-free and direct sales stores.
Health
Three fitness trials and a new stadium with a standard football court on the roof will be finished.
Innovation
Work to turn the Shibei High Technology Zone into a Shanghai hub for big data will be accelerated. This year, the district aims to host more than 258 technology firms and nurture 26 start-up projects.
Jobs
The government will help 1,800 underprivileged people and 590 jobless youth find work. Also, 800 start-ups will receive help from the government.
Key goal
Fixed assets of the district will reach 31 billion yuan (US$4.5 billion).
Protective development
Historic residential buildings and areas, like Zhangyuan Garden and the old warehouses along Suzhou Creek, will be renovated.
Reading
Ten neighborhood-based cultural facilities and two 24-hour self-service libraries will be built.
Safety
Some 40,000 fire alarms will be installed in the homes of 20,000 families living in the old residential complexes. Fire resistant carpet will be available to 40,000 families.
Water
Five monitoring sites will be set up for 24-hour surveillance of water quality.
“Two Sessions” voices
Lawmakers Zhang Weijie and Qian Xiaoming proposed to install elevators in old low-rise apartment houses, where many elderly people live and can’t handle stairs.
Jing’an Committee of the China Association for Promoting Democracy suggested higher salaries and professional training for caregivers.
Lawmaker Ma Shiwei proposed that kindergartens and schools install air-filtering equipment to protect children from hazardous pollution.
Lawmaker Wang Jing proposed that Changle Road will be made one-way to alleviate the congestion in front of Huashan Hospital. Also, allowable hours to park along the road should be reduced.
Political adviser Cai Hualiang suggested the creation of a cultural route for teenagers. Political adviser Zhang Ning said such route could include fitness trails along the Suzhou Creek, linking to local historical landmarks.
Political adviser Li Hongmei suggested renovating historical buildings, including turning the former residence of Eileen Chang into a museum.
Political adviser Zhang Hui suggested building a museum themed on lianhuanhua, or palm-sized picture books, along Suzhou Creek because Jing’an is home to renowned publishers and painters.
Political advisers Xue Xiang and Lu Zhong said electronic sports appear to be a booming industry in some innovation parks surrounding the new stadium. Jing’an should take advantage of the trend and add an electronic sports venue in the new stadium.
