Residents get input into decisions

Project Household is a key part of Changning District’s Top Agenda program this year. It springs from the actual wishes of residents and entrusts the right of choice to them.

Top Agenda is a priority program initiated by Shanghai government this year that aims at improving community management, living conditions and residents’ participation in decisions. The program is carried out in each district.

In Changning, Project Household covers work such as fixing street bumps and planting more trees in the communities. Nothing is too small to be ignored.

A principle of this project is instead of passing down plans from management to the residents, the residents are joining the discussion from the beginning. This motivates more people to participate in matters closely related to their daily lives.

As of now, 375 projects from more than 100 neighborhood communities have been submitted, with 206 chosen to be carried out.

By building a positive and long-term system of including the residents from the planning to execution of different projects, the living condition has significantly improved. The problems solved are serious, such as increasing the number of parking spaces,

And this new platform has also shifted how the administration is handling community matters.

In the Hongxin residential community, a project is under way to change the greening program. The team — including building leaders,

Neighborhood community workers and residents — visited other communities and got an actual idea of how the plan will turn out.

As part of the Top Agenda program, 30,000 square meters of public green zones were added throughout the district. Seven parks in the district have also extended their operating hours late to 9pm. Four are open 24 hours a day.

The Tianshan residential community has reorganized tangled, unsightly wires in the buildings. With the help of community volunteers, the wires were repositioned and organized, and protection tubes were installed. Residents joined in cleaning the hallways, and the end result was efficient.

The Luyuan No. 5 Xincun faced several problems while carrying out a new greening program in the community, as some residents were planting vegetables and raising chickens in unauthorized areas. Community leaders and volunteers knocked on doors to explain the work they were trying to get done,

And with that they got enough cooperation to turn the areas into green zones in just a few months.

Jiaotong Apartments built handicap ramps in the community with money from both the government and residents, who paid 50,000 yuan (US$8,000) each to build them. At the same time, the community added more parking spaces and improved the living environment.

They were not the only ones in the community to add handicap facilities. In 2014,

A total of 250 households received modifications to support disabled residents.

The district invested 1.9 million yuan to bring the no-barrier access into the 250 households. Among them, 180 were for disabled people and 70 were for seniors. There are also 30 ramps for wheelchairs.

A key project last year was finishing installation of water fountains in middle and high schools in the district to improve the safety and quality of drinking water. So far, nine schools have finished the project and two have undergone renovations of the water pipe network. The district education bureau and health department are responsible for testing water quality to guarantee the students’ safety and health.

With the goal of bringing more cultural events to the communities, 20 new community cinemas were built and have screened about 1,000 films for free. Ten neighborhood communities and towns have signed contracts with the theater chain.

A total of 192 training sessions for folk art and cultural groups were organized last year. More than 100 cultural events have been brought to communities and business zones, including theatrical plays and exhibitions.

The residents can get updates in the communities. A smart community cloud data center was built that sources 40 kinds of data from 11 departments. The “Smart Changning” app released last year features nine sections that range from education and medical services to career advice and tourism information.

In 2014, 34,333 new jobs were created in Changning, which exceeded the initial goal by 9 percent. The registered number of unemployed was 11,909, lower than the city’s control objective of 14,820; 649 entrepreneurs successfully opened businesses.

More than 20 career fairs were organized, with participation from about 500 companies, providing more than 7,000 positions. They were attended by about 11,000 people.

The district has invested 4.98 million yuan in helping those unemployed in financial difficulties.

Changning is taking additional measures to help seniors. Nearly 1,500 senior assistants are helping thousands of seniors in all communities. The district has invested 12.04 million yuan to compensate home care services.
