Program elevates community concerns
Residential communities in Changning District are reaping the benefits of the city government’s Top Agenda program, an initiative meant to promote quality of life and greater participation in community management.
So far, some 231 residential projects have been put on the agenda for completion this year in Changning.
They were selected from a longer list of submissions from individual community members.
The final list was whittled down based on the government’s broader plan to raise living standards, promote democratic self-governing, improve transparency and share responsibilities.
In many cases, projects which made the cut included small tasks like landscape improvements, road repairs, installing laundry racks, fixing mail boxes and providing better medical care to senior citizens.
At the Yili Community in the Hongqiao neighborhood of Changning, for example, local residents are enjoying services like electronic repairs and home grocery deliveries.
And a team of people in a caravan arrives every month to provide various services — such as checking blood pressure, offering hair cuts, and offering advice on financial and legal matters — all at little or no charge.
In total, this caravan visits 16 communities in Hongqiao every week, with its arrival not only solving many immediate problems but also generally improving the local environment.
More services
Aside from services offered by the caravan, residents of Hongqiao can also enjoy the benefits of other efforts, such as road-mending projects, building parking lots and installing more street lights — all suggestions raised by residents.
The final list of residential projects was determined during meetings with relevant groups, including neighborhood committees, property managers and residents.
After a project is completed, representatives from neighborhood committees and residents come to inspect the results.
For important municipal projects, this program has significantly raised the public service quality for neighborhood communities.
Top Agenda is a priority reform program initiated by Shanghai government this year.
The program will be carried out in districts across the city.
