Ethnic Han, native of Tianjin, born in September, 1942. Joined the Party in April, 1965, and began working in September, 1967. Graduated from the Beijing Institute of Geology, majoring in geological structure and engineering. Member of the Standing Committee of the Political Bureau of the CPC Central Committee, premier of the State Council and secretary of its Leading Party Members' Group.
