Ethnic Han, native of Botou, Hebei Province, born in March, 1940. Joined the Party in December, 1959, and began working in October, 1962. Graduated from Hebei Engineering College as an engineer. Member of the Standing Committee of the Political Bureau of the CPC Central Committee, chairman of the Tenth National Committee of the CPPCC and Leading Party Members' Group secretary.
