Ethnic Han, native of Dalian, Liaoning Province, born in February, 1944. Joined the Party in September, 1965, and began working in September, 1966. Graduated from Harbin Institute of Technology, majoring in engineering and industrial enterprise automation. Member of the Standing Committee of the Political Bureau of the CPC Central Committee and member of the 13th through 17th CPC Central Committees.
