Ethnic Han, native of Fuping, Shaanxi Province, born in June, 1953. Joined the Party in January, 1974, and began working in January 1969. Graduated from Tsinghua University, majoring in Marxist theory and ideological education. Member of the Standing Committee of the Political Bureau of the Party Central Committee, member of the Secretariat of the Central Committee, secretary of the Party's Shanghai Municipal Committee.
