Ethnic Han, native of Dingyuan, Anhui Province, born in July, 1955. Joined the Party in May, 1976, and began working in March 1974. Graduated in economics from Peking University. Member of the Standing Committee of the Political Bureau of the CPC Central Committee, secretary of the CPC Liaoning Provincial Committee and chairman of the Standing Committee of Liaoning Provincial People's Congress.
