New urban plans

THE Hangzhou government recently issued detailed guidelines on the planning of public facilities such as kindergartens, elder-care facilities and hospitals.

According to the guidelines, communities with 4,500 to 7,500 residents must have a kindergarten; and the kindergarten should be a separate building in a location where it is convenient for parents to pick up children.

Meanwhile, the campus size of a primary or secondary school has been increased from 767 square meters per 100 households to 920 square meters. There should be at least one primary school and one middle school for every 45,000-75,000 residents.

Service facilities like convenience stores, food markets and restaurants should be in easy reach, preferably within five minutes’ walk. Pharmacies should be within 10 minutes’ walk. Small and medium supermarkets, bookstores and hairdressers should be within a radius of 800 to 1,000 meters.

The guidelines also state that a community-run elderly nursing homes should have at least 100 beds, 40 more than before, and average 20 square meters in floor space per 100 households. The minimum size of a nursing home should be no less than 200 square meters.
