E-commerce meet to focus on Silk Road connectivity

THE theme of the Second Global Cross-Border E-commerce Summit is “Online Silk Road, Connecting the World.”

The two-day event, which kicks off on Thursday, in Hangzhou International Expo Center, is expected to allure industrial insiders and enterprises from home and abroad, and offer a blueprint for future development of the industry.

Since President Xi Jinping proposed the Silk Road Economic Belt and the 21st Century Maritime Silk Road initiatives in 2013, China and countries along the ancient routes have launched a series of cooperative projects.

The cross-border e-commerce industry is hoping to serve these projects more effectively, creating a “Silk Road” in cyberspace and expanding business via invisible Internet routes.

This year, Jack Ma, founder of Alibaba, Danilo Türk, former president of Slovenia, and Long Yongtu, chairman of Center for China and Globalization, will deliver speeches and weigh in on global e-commerce development.

The event is also about giving a boost to the construction of the electronic world trade platform (eWTP), which was first put forward by Alibaba’s Jack Ma during last year’s G20 Summit in Hangzhou.

In order to meet the needs of Hangzhou’s e-commerce development agenda, local authorities invited companies to sign up their innovative measures related to customs clearance, tax refunds, finance and logistics in April.

Winners will be eligible for hefty subsidies and the opportunity to base their operations in Hangzhou industrial parks. After six months of appraisal, the competition results will be announced during the summit.

Hangzhou is the hub of China’s e-commerce industry with a batch of noteworthy companies, including giants Alibaba and NetEase. China’s first cross-border e-commerce industrial park opened here in 2013, which unveiled curtain of heyday of Hangzhou’s e-commerce industry.

Two years later, the city was given the green light by the State Council to establish the China (Hangzhou) Cross-border E-commerce Pilot Zone to encourage foreign trade and industrial restructuring. This further accelerated industrial development speed.

Hangzhou takes the lead in setting standards on cross-border e-commerce transactions, payment, logistics, customs clearance, tax refund and exchange settlement.

In 2015, a national quality monitoring system was established, forming a big data center to supervise cross-border e-commerce. It has several functions, such as risk monitoring, evaluation and treatment, quality source tracing, and credit rating.

Local authorities planned to establish a system of information sharing, financial services, intelligent logistics, e-commerce credit, statistical monitoring and risk control in order to promote cross-border e-commerce by the end of this year.

The capital city of Zhejiang Province also plans to have over 5,000 cross-border e-commerce companies, more than 10 cross-border e-commerce industrial parks and more than 20 cross-border e-commerce incubation platforms by the end of 2017.
