China blasts US over anti-dumping duties on solar products

CHINA condemned the United States for approving new penalties on Chinese solar products, saying the move would hurt the industry in both countries.

The US Commerce Department last Friday levied anti-dumping duties of up to 165 percent on solar panels and cells from China following a preliminary finding that the products were sold in the US at unfairly low prices.

The move, which came on top of anti-subsidy duties placed by the US last month, is the latest in the solar industry trade spat between the two countries.

The US has disregarded the facts and applied contradictory “country of origin” trade rules in its decision, China’s Ministry of Commerce said in a statement today, labeling the US actions as an abuse of trade remedy measures.

“The frequent adoption of trade remedies cannot solve problems in the developing US solar industry,” the Chinese ministry said. “(We) hope the US prudently handles this investigation and ends it as soon as possible so as to create a good environment for competition in the global solar industry.”

The US unit of SolarWorld AG brought the case. It alleged Chinese companies are evading duties on solar cells by shifting production outside the Chinese mainland, such as to Taiwan.

Cells are used to assemble panels.

The US also levied anti-dumping duties of up to 44 percent on Taiwanese products in Friday’s preliminary ruling.

The US solar industry is split on the ruling. While American solar equipment manufacturers are seeking protection against competition from Chinese companies, installers want low-cost products, regardless of origin.
