City to accelerate global ambitions

SHANGHAI is stepping up efforts to build the city into a science and innovation center with global influence, Shanghai Party Secretary Han Zheng said yesterday as he unveiled a plan to accelerate the process.
Among the measures, Shanghai will further simplify administrative management to reduce red tape for innovation, increase supporting funds and make them more targeted, he said.
The city will also introduce reforms to attract more professionals, including relaxing the rules on local residential certificates for foreign scientists, innovators and entrepreneurs, Han told a meeting of the Shanghai Municipal Congress of the Communist Party.
“Shanghai must take quick, practical and bold efforts to fulfill the Party’s requirement of constructing Shanghai into a science and innovation center,” Han said. “It is a requirement putting the city again at the forefront of China’s reforms.”
People are core assets for the realization of this goal, Han said, and in a bid to attract talented people from abroad, the process of applying for permanent residential certificates for senior foreign professionals will be cut to three months.
The city is also planning to extend the expiry of residential certificates from one year to two to five years for qualified foreign experts, he said.
In addition, there will be a trial program where international students or doctoral candidates in Shanghai can look for a job in areas including the Shanghai Pilot Free Trade Zone and Zhangjiang High-Tech Park after graduation. In the past, they had to have at least two years’ work experience before taking a job in the city.
Shanghai will also relax the rules on residential certificates and social benefits for domestic professionals and there will be more flexibility in allowing scientists to start their own businesses, and allowing entrepreneurs to have part-time jobs in universities.
“By 2020, Shanghai is to form a framework of the construction of a global science and innovation center; By 2030, the city will have developed the cores of such a center,” Han said. “It will be a center with global influence and competitiveness, a center serving the national growth strategy, and a center that Shanghai has the ability to construct.”
“The city is the best choice because it has the richest resources of innovation in China, the strongest ability of innovation, the highest level of internationalization, and the firmest foundation for reform,” Han said.
