Vice Mayor: Shanghai steps up administrative reform

Shanghai will push forward with reforms on the administrative approval system, aiming to scale back government intervention in the market and encourage entrepreneurship, Executive Deputy Mayor Tu Guangshao said today.
“Administrative approvals actually set threshold for innovation and entrepreneurship. The reform allows the government, on the one hand, to cede its power to market participants, and on the other hand, to step up supervision and public services in some areas where the government is absent,” Tu said during a radio call-in program.
“Progress has been made but further effort should be carried out to create a better environment for the market mechanism to play its role,” Tu said.
Between 2013 and 2015, Shanghai scrapped 392 approval items and made adjustments in 959 items by replacing them with non-approval methods such as registration.
Measures such as online review and one-stop services have been introduced to streamline procedures, improve approval efficiency and cut related costs.
Tu said the government would improve the transparency to better inform the public about policies regarding reform of the approval system.
“In areas where approvals are reserved, we should introduce standardized methods and cut unnecessary procedures to improve efficiency,” he said.
