NEARLY half of Shanghai's population is transient and one third of this group comes from Anhui Province.

People from Jiangsu, Sichuan, Zhejiang and Jiangxi comprise the second through fifth biggest groups respectively among Shanghai’s transient population, Xinhua news agency reported today.

The figures were obtained at a floating population seminar held in Shanghai yesterday. It was organized by the National Population and Family Planning Commission.

There were about 6.6 million people from other parts of country in the city last year. Another 2 million live in Shanghai but hold a residential certificate in a different part of the city, the report said.

The city’s permanent residents stood at 18.58 million as of the end of last year. Permanent residents include people with a registered residency and those living in the city for more than six months.

The population density was 2,931 people per square kilometer, making Shanghai the most crowded city in China, the report said.

From 1990 to 2007, the city’s transient population increased from 1.06 million to 6.6 million. The development of Pudong New Area contributed to the jump in the city’s floating population.

Shanghai is facing tough challenges on population management and public services such as providing training for migrant workers as well as education and medical services for their children.
