At a session of the Standing Committee of the Shanghai People's Congress yesterday, amendments were proposed to extend the state's Compulsory Education Laws. China's compulsory education includes six years of primary school and three years of junior high school. Since 2008, children in the city have received their compulsory education for free. The Shanghai government spent 320 million yuan (US$46.81 million) paying for students' textbooks for the spring semester. Xue Mingyang, director of the Shanghai Education Commission, said the city would expand fee exemptions step by step. Migrant children of school age can now apply to receive free compulsory education in Shanghai. Parents or other legal guardians should apply at their local education departments bringing identity cards, employment certificates or residential certificates and the child's certificate of identity. In another move to standardize the state laws, it was proposed that the average salary of city teachers involved in compulsory education should be no less than that of the city's public servants.
