Elite teachers forbidden from being home tutors

ELITE teachers in Beijing are not allowed to become remunerative home tutors after class, Beijing Evening News reported yesterday.

The capital city issued a rule on elite teachers, saying that their titles would be revoked if they participated in paying part-time tutoring.

Elite teachers are experts and models for other teachers, the rule said. They have obligations to help students and teachers and should not engage in paying home tutoring, according to the rule.

The rule also suggested elite teachers pay attention to teaching instead of social activities and introduced a performance review system on elite teachers.

Each elite teacher will have his or her performance reviewed once a year and an archive will be set up at local authorities, says the rule.

Elite or special-grade teachers are the best educational staff in Chinese middle and elementary schools.

The State Council announced a plan to pay elite teachers a monthly allowance of 300 yuan (US$41) starting from January 1, up from 80 yuan the previous year.

The professional titles of teachers in China begin from third-grade, second-grade and first-grade teachers to senior teachers and special-grade teachers.

The country now has some 20,000 special-grade teachers, out of more than 10 million primary and middle school teachers, according to the Ministry of Education.

The allowance for special-grade teachers was introduced by the government in 1993.
