Kidnap plotters charged

PROSECUTORS have charged seven suspects with illegal detention, alleging that they had detained a traffic police assistant for 10 hours in order to retrieve a seized car.

The Nanhui District Prosecutors' Office said one of the suspects, a Shandong Province native surnamed Li, was caught illegally using his private car as a taxi on the morning of March 10.

Traffic police seized his car.

Li borrowed another car from a friend later that day and drove to an area where police often targeted illegal taxi drivers, prosecutors said.

Police usually sent police assistants to flag a car and ride in it for some distance to get evidence.

Li told prosecutors he knew the victim, surnamed Zhang, was a police assistant when Zhang flagged down his car.

He let Zhang get in the car and took him to a village in Nanhui District.

Li and his accomplices then phoned Zhang's superior.

Li allegedly said he would only release the man after he got his car back. Prosecutors said during the illegal detention, the suspects blindfolded Zhang and threatened him.

They changed location several times during the 10 hours in order to prevent being discovered.

Li also sent one accomplice to the police parking lot to see whether his car had been released, prosecutors said.

But they finally released Zhang at 10pm that night.

Four suspects including Li surrendered themselves to police while three more suspects were arrested.
