Legislators review underage draft bill

City’s legislators discussed the draft amendment to the regulations of protecting the underage for the second time yesterday.
The amendment demands that parents avoid leaving preschoolers alone and children under the age of 12 should not sit next to the driver.
The amendment was prompted following a series of accidents to children who died from falls and other safety hazards in cars and at homes.
According to the latest draft, parents and guardians should look after underage children and avoid leaving preschoolers alone. It insists on a more comprehensive protection for children, unlike in the first review which only asked parents not to leave preschoolers alone at home or in the car.
Jiang Xiaoqing, a legislator, said preschoolers are unable to protect themselves, and require protection, according to xinmin.cn.
Another legislator Shi Qiuqing suggested widening the age of preschoolers to children under 10 because the Chinese General Principles of the Civil Law listed children under 10 as people who have no capacity for civil conducts.
As more families own private cars, the draft ruled that family-use cars should be equipped with safety seat for children under four years old to protect them from death during car accidents.
Parents and guardians should not allow children under 12 to sit next to the driver.
The draft also asked education administration to compile public safety textbooks for primary and middle school students on rescue, stopping violence and preventing sexual assaults.
Bars, cyber cafes, karaokes and dancing halls should put up signs at the gate, banning underage kids from entering.
Meanwhile, smoking and drinking alcohol at educational establishments like day-care centers, kindergartens, schools and youth activity centers will be banned.
Some 20 children died this summer in accidents from drowning and falls.
In June, two sisters, aged five and seven, fell to their death from their apartment on the 13th floor of a building in the Pudong New Area. The girls were left alone at home.
The younger sister had climbed onto the edge of the window and fell. The elder one fell trying to catch her sister.
