Pollution disposal fees set to rise

THE cost to industrial companies of pollutant disposal is set to double next year, the National Development and Reform Commission said yesterday.

The charges for pollutants in sewage and exhaust gas will rise to at least 1.40 yuan (23 US cents) and 1.20 yuan per unit, respectively, the top economic planning agency said in a statement released jointly with the Ministries of Finance and Environmental Protection.

Local officials must introduce the new charges by the end of next June, it said.

Wang Jinnan, an official with the environment ministry, said the new standard will bring the charges closer to the actual cost of pollution treatment.

Thermal power, steel, cement and paper-making industries are likely to be the worst affected, analysts said.

Regional charging mechanisms should “impose higher standards on enterprises that have surpassed the emission limit, while adopting lower standards on businesses with better pollution-treatment efforts,” the notice said.

The government began charging for pollutant disposal in 2003, but the rates have long been considered too low.
