Outer Ring Road ban on heavy polluters

HEAVY polluting vehicles were yesterday banned from the city’s Outer Ring Road (S20), with any drivers found breaking the rule facing a fine.
These heavy polluters — known as “yellow-label” vehicles due to color of the traffic authorities sticker that they must show— are already banned from the city’s Inner Ring Road.
Drivers caught flouting the regulation will have 3 points deducted from their license and be fined 200 yuan (US$32.23).
Traffic police set up 27 checkpoints for heavily polluting vehicles inside the Outer Ring Road yesterday.
The first ticket was handed to a truck driver at the intersection of Jiangyang Road and Hulan Road at 8:20am yesterday.
Traffic police also found the truck involved did not undergo annual checks this year. The driver had 6 points deducted from his license and was fined 400 yuan for two violations.
More than 50 vehicles were stopped before noon.
Police said they will continue to strengthen the enforcement of this ban.
The city’s traffic authority also plans to extend the restricted area for heavily polluting vehicles to the suburban loop (G1501) from next April.
Shanghai has around 120,000 yellow-label vehicles.
Meanwhile, Shanghai environmental authority has started issuing “green-label” proof that a vehicle’s emissions meet national standard to vehicles with non-local plates.
Car owners must provide vehicle registration documents, an authorization letter from the environmental authority where the plate was issued and a vehicle test approval. Green labels are available at any vehicle test point in Shanghai.
The green-label sticker is placed on the windshield.
